PWM in Retail: Don’t Miss Out on Wage Benefits

  • 12 Aug 2025

As of August 11, 2025, the Ministry of Manpower (MOM) has accepted the Tripartite Cluster for Retail (TCR)’s recommendations on the Retail Progressive Wage Model (PWM). This includes a three-year schedule of sustained wage increases and an expanded list of training modules to meet PWM requirements. This development underscores the importance of ensuring that your retail staff are not only receiving the appropriate wages but are also equipped with the necessary skills to meet the evolving standards of the retail industry.

Many retail employers know about the Progressive Wage Model (PWM), but fewer realise that it’s not just about paying the right salaries. It’s also about training the right skills. If your employees haven’t completed the necessary Workforce Skills Qualifications (WSQ) training, they might not be considered fully eligible under PWM. This means your business could miss out on the PWM baseline wage benefits, and more importantly, your team may lack crucial skills for retail success.

Who is Eligible for PWM in Retail?

To qualify under PWM, employees must meet these conditions:

  • Singapore Citizens or Permanent Residents

  • Employed full-time or part-time in retail job roles like cashier, sales associate, or assistant supervisor

  • Employed by firms that hire foreign workers (regardless of the firm’s SSIC classification)

  • Employers who comply with both PWM wage and training requirements

Why WSQ Training Requirement Matters.

Under the PWM, employers are required to ensure that eligible retail employees complete at least one Workforce Skills Qualifications (WSQ) module relevant to their job role. This training is designed to enhance the skills of retail workers, aligning with the Skills Framework for Retail, and is crucial for meeting PWM compliance. Failure to meet these training requirements can result in non-compliance with PWM, potentially affecting wage benefits and overall business operations.

By fulfilling the WSQ training requirements, employers not only comply with regulations but also empower their staff with essential skills to enhance customer satisfaction, improve sales, and handle workplace challenges effectively.
